Create tab under the header

A few days ago a friend shared an article that asked how to create tabs under the header, now I would love to know how to create tabs under the header.

First please go to the blog
select the menu design and select the page elements
click add gadgets select HTML / javascript
please copy the script below and paste digadget
store just below the navbar
